Unable to create new wp site

I've tried using the command ee site create mysite.com --wp and I keep getting the error Downloading WP-CLI [Errno 2] No such file or directory: '/usr/bin/wp'

I've tried untinstalling and re-installing wp cli but I get the same error when using the following command: ee stack install --wpcli

Any ideas what else might be going on?
